Meet Your Training and Technical Assistance Providers

The Eastern Region Training and Technical Assistance Center, a resource of the Administration for Native Americans (ANA), serves Tribes and Tribal organizations throughout the eastern half of the continental United States. Combined, our team of staff and consultants have many years of experience working in Native communities and with ANA, enabling us to provide you the highest quality training and assistance.

Rondelle Clay

Senior Regional Director

Sisseton-Wahpeton Oyate

Ms. Clay has been a trainer, technical assistance provider and impact evaluator for ANA since 2000. She has a diverse professional background in planning, management, education and administration. For the twenty years prior to working for Native American Management Services, Ms. Clay’s career was focused within Indian education in an Administrative role for the Seminole Tribe of Florida.

Candi Carmi

Regional Director

Oneida Nation of Wisconsin

Ms. Carmi has worked for the Eastern T/TA Center since 2005 where she has been an ANA grant reviewer, a trainer, and an impact evaluator. She provides project planning and development, pre-application, and post award technical assistance to tribes and organizations within the region. In addition, she has assisted in the development of training materials for ANA applicants.

Dawn David

Training Specialist

Akwesasne Mohawk Nation

Ms. David began as an ANA Grant Reviewer before starting with the Eastern Region T/TA Center in 2012. As the Training Specialist, her main duties include curriculum development, conducting trainings, and providing technical assistance to Eastern Region’s applicants and grantees. Ms. David’s background includes experience working on community-based projects, research, and indigenous rights issues.

Quannee Oosahwe

Technical Assistance Specialist

United Keetoowah Band of Cherokee Indians in Oklahoma

Ms. Oosahwe is the newest addition to the Eastern Region team.  As the Technical Assistance Specialist, she provides support with technical assistance for the Eastern Region T/TA Center.  Ms. Oosahwe graduated with a BS degree in Anthropology from Arizona State University.  Prior to working with the Eastern Region Team, she worked with Tribal drinking water and wastewater operators and their utilities.

Ann Hull

Administrative and Outreach Coordinator

Ann Hull is the Administrative Coordinator for the Eastern Region Training and Technical Assistance Center. Her tasks include logistical arrangements for meetings, pre-registration, travel arrangements, and materials preparation. Ann has been with the Eastern Region T/TA Center since 2012.
